Here's what I use as 16 fire E/Me in Fow/uw:
Flare
Firestorm
Meteor shower
Glyph of Energy (Elite)
Arcane Echo
Lava Font
Fire Attunement
Resurrection Signet (MUST BRING!)
The main issue for you, as fire nuker, is energy management. The second issue is recast time for your spells. The fire line has a lot of nice, heavy damage dealing spells. However, they also have a long (relatively speaking) casting time (anything over 1 sec can be interrupted) and even longer recast time. The key is to figure out how to dish out maximum damage, keep it coming, without your energy ever hitting zero.
The key spells for my build are glyph of energy and arcane echo. Glyph of energy has a relatively short recast time, cost only 5 energy, and allow you to cast fire storm for free, and meteor shower for 5 additional energy. In addition, the glyph wipes away the meteor's exhaustion, a condition that reduce your max energy bar by 10. If you are spamming 3 meteor showers, you won't have the energy to cast anything else any time soon due to exhaustion.
Therefore, I ALWAYS use glyph of energy in conjunction w/ meteor shower (only exception is when I'm doing a 3 or 4 man uw smite run as the solo E; then I echo the MS and take one exhaustion hit). Second, I use arcane echo w/ either firestorm or lava font. arcane echo turns into the next spell you cast for 20 seconds. If I'm in UW and fighting the axes (black minatours), I echo firestorm. the echo will allow you to cast firestorm once before it turns back into arcane echo. If I'm fighting a "weaker" mob (like uw's grasping darkness or smites), I'll echo lava font. The reason is that lava font has only a 4 sec recast time. By echoing lava font, you can practically spam it by casting the original spell and then the echoed spell, and back and forth. And during your nuking, you should be using glyph of energy (15 recast time) to conserve your energy. If you're managing your energy bar right, you should never hit zero.
